"Out Of State" is our estimate of the percent of 2022 out of state movers to a county that are Democrats. This is calculated from a combination of ACS data and TargetSmart partisanship scores. It is not limited to registered voters, and instead reflects the percent that would be considered "likely Democrats" from their TS score alone.
"In State" reflects movers from a different county within the state.
